VALIDATION AND DETERMINATION OF LEVEL OF SOCIAL ACCEPTABILITY OF HYDROELECTRIC POWER PLANT PROJECT OF HEDCOR INC. IN LA TRINIDAD, BENGUET

Abstract:

The main factor in the success of a particular hydroelectric power plant industry is its social acceptance from the host communities like the Indigenous Cultural Communities/Indigenous Peoples, landowners, barangay, municipal, and the province. However, to be socially acceptable in the conduct of getting the social license to operate, these host communities shall be satisfied. The study determined the level of social acceptability and satisfaction by the ICCs/IPs, Host Communities, and Local Government Units (LGUs) to the hydroelectric power plant project of Hedcor, Inc. in La Trinidad, Benguet. Based on the findings, the level of social acceptance of La Trinidad ICCs/IPs, landowners and host communities (Barangay, Municipal, and Province) to Hedcor Hydro Project is very high acceptance when values and interest, engagement and participation, trust and confidence, information, and contextual are met and that the community will renew for another contract and give their consent for a new hydro project of Hedcor because of very high acceptance. Thus, the satisfaction of the Host Communities is very important in acquiring the consent of the Host Communities and the benefits to be shared from the power plant. Moreover, it is essential that the benefits taken from the project by the community are of equal value for the utilization of Hedcor to the natural resources of the host community.
