Preparing State Universities and Colleges in Ilocos Sur for Amalgamation: A Technological Perspective on Promotion and Tenure

Abstract:

This paper aims to assess pre-amalgamation initiatives of the three State Universities and Colleges (SUCs) in Ilocos Sur namely: the University of Northern Philippines (UNP), Ilocos Sur Polytechnic College (ISPSC), and North Luzon Polytechnic State College (NLPSC) along the facet of promotion and tenure and Information Technology (IT), and embed new solutions to the NBC 461 Software of the Zonal Evaluation & Computerization Center. A descriptive statistical approach was used to evaluate new proposed solutions and features that will be embedded in the software in achieving quality experience and service for the faculty. Results revealed that there will be no merging of faculty and staff among the constituent universities, and the procedure of promotion and tenure of faculty will not be affected when the amalgamation pushes through. The study revealed that faculty are not satisfied with the output generated by the software and are gearing towards improving the system. Furthermore, it is also revealed that the software is amalgamation-ready but it lacks features and functionalities that could validate the promotion process. In conclusion, appropriate software improvement and policy suggestions were suggested for the efficient utilization of the software in providing convenience for end users.
