Abstract:

Emmanuel Joel Villanueva is a man convinced that his God's purpose for him is to serve the people. Before becoming the head of the Technical Education and Skills Development Authority (TESDA), he was among the youngest members of the House of Representatives and was adjudged one of the Ten Outstanding Legislators of the Philippines by the Philippine Jaycees. He was instrumental in the crafting of the Anti-Red Tape Act, Senior Citizens' Act, Whistleblower's Act, Juvenile Justice Act, and Overseas Absentee Voting Act, among others. 

Precious Grace M. Bautista was fortunate to have had the time to pick the brains of this leader, a person playing many roles to improve the lives of the Filipino youth and the state of our nation.
