Internationalization of Teacher Education Institutions: Assessment of Quality and Impacts

Abstract:

As globalization and ASEAN integration have become more relevant in Asian countries like the Philippines, continuing educational reforms in institutions of higher learning are being undertaken and regularly evaluated in order to address the fast changing needs of the different stakeholders of education. In the Philippines, many higher education institutions have already taken the vital steps towards internationalizing the quality of education that they offer to their clienteles. This study was undertaken not only to identify the state of internationalization of selected teacher education institutions in the Philippine but also to determine the impacts of internationalization on quality assurance policy of the institutions selected for the study. For these purposes, the locally constructed instrument developed by Balagtas, Papango, Reyes, Ubina and Atweh (n.d.) was adopted to assess institutions according to the four domains of (1) knowledge, creation and application; (2) quality and excellence; (3) culture of sharing and service; and (4) growth, efficiency, and accountability. On the other hand, the instrument utilized to identify the impacts of internationalization on quality assurance policy was adopted from the study of Po-Yun (2008). The findings of this assessment -study are, therefore, divided into two parts: the assessment of the current situation of institutions for higher learning in terms of their pursuit of internationalization, and the identification of impacts of internationalization on quality assurance policy of the institutions selected for the study.
