Abstract:

President Duterte’s “war on drugs” campaign has been the target of criticisms and controversies as news reports revealed that it resulted in violence. This investigation identified President Duterte’s peace discourse or his perception of peace as manifested in his speeches delivered exclusively in Mindanao during the period of Marawi conflict. Using content analysis to answer the research questions, the study included four (4) speeches of President Duterte that contained the most number of utterances that pertained to peace. The researches subsequently filtered the utterances that pertained to peace followed by the identifications of the concepts of the utterances depending on its ideas. Afterwards, the researchers identified President Duterte’s meaning of peace in every speech. Combining all of the results gathered from the individual speeches, the researchers found out that President Duterte’s meaning of peace is the absence of disturbance, criminality, threat on national security, and terror. He makes sure that the nation is safe from criminality and insurgency. His government’s extensive efforts for peace talks could attest to his commitment to attain peace.
