Abstract:

The Command Control Communication Center or Biñan C3 is a local office in City Hall of Biñan. To help them in their transactions in their daily operations, this study aimed to: (1) develop a computerized emergency response dispatching system that allows the two offices to pass information with each other; (2) build a dispatching system that lets the user input and record information; (3) create a dispatching system that manages the list of available vehicles that allows updating of the number of vehicles available; and (4) create a map that notifies the system in the control room and allow viewing of the location of the reported incident. The study used the descriptive research method to obtain feedback from the users — the call center agents and control room personnel of the department. The researchers found that the system was able to help the Biñan C3 to lessen the time needed in recording data and generating reports from the caller during emergency response. However, for its further improvement, researchers recommended additional features such as algorithms, Google API or any other mapping software, and an android app - web based system.
