The Recruitment and Discipline Systems of the Philippine National Police under Republic Act 6975, as Amended

Abstract:

This study analyzes the recruitment and discipline systems of the police force under R.A. 6975. It will look into the present recruitment system and correlate the same with the dysfunctions committed by the police force. Likewise, it looked into the Disciplinary System in the PNP and analyzes how the disciplinary powers are exercised by its disciplinary authorities and its impact on the morale and welfare of the police force. This study would be beneficial to the Filipino people. We could have an effective, credible and capable police force working together with the community in resolving problems and making this country a safer place to live, work, and do business. Furthermore, the conclusions of this study will guide our legislators, policy makers and the PNP leadership to find a solution to the existing problems in the police force. Lastly, the Philippines as a nation would be very progressive economically and peace would reign, if our police force could carry out its assigned responsibility. Findings here reveal that there is a need of an enhanced and standardized recruitment program in the PNP. The ranking system should be implemented to get the best and the brightest police officers. There should be an intense background investigation on the applicants to make sure that the new entries have no derogatory records and no behavioral problems. Likewise the Personnel Discipline Program should be strengthened.
