Assessment On Costing And Budgeting Effectiveness Of Solid Waste Management of Navotas City

Abstract:

Waste generation is related with population growth. So as population grows, solid waste generation is expected to rise as well. Furthermore, Navotas City is known as a flood-prone city may be due to improper solid waste disposal. With that, there are laws such as Ecological Solid Waste Management Act and Door-to-Door Collection ordinance mandated and monitored by the government agencies, and assistance of non-government organization to control and mitigate solid wastes produced by humans and animals’ activities. Yet, even with these ordinances, laws and establishment of solid waste management committees, solid wastes are still rampant to our daily lives that may lead to environmental damages, health risks to human beings, and even pollution of water, air and land. Seemingly, this is because of perhaps situations of some areas are not yet prepared for enactment of abovementioned laws that lead it to be ineffective prioritization resulting to improper costing and budgeting of solid waste management. Thus, this paper conducted a study in order to distinguish that could contribute to the effectivity of costing and budgeting, analyzation of key factors like storage, processing of waste, collection, disposal, transportation, etc. will be done to assess the allocation of funds and determine the findings. With that being said, it is found out that effective solid waste management is not fully attained basing upon the key variables mentioned above are sometimes not present and maximized to most barangays.
