Abstract:
The study determines the relationship between the utilization of the Maintenance and Other Operating Expenses
(MOOE) and key school attributes, including teachers' welfare, development, and school operations. This study was
conducted in Tagoloan District, Division of Lanao del Norte, during the School Year 2024-2025. Employing
Descriptive Correlational analysis, this study examines the impact of awareness of policy documents and active
teacher management on teachers' welfare, and the influence of these factors on students' welfare and school operations.
Findings revealed a significant relationship between active teacher management and both teachers' and students'
welfare. Conversely, awareness of policy documents showed no significant relationship with students' welfare. It
indicates that active teacher management is the strongest predictor of effective MOOE utilization. Regression analysis
was conducted to determine the predictive power of various indicators, including demographic and professional
factors. For teachers' welfare and development, active teacher management emerged as the most significant predictor
explaining a substantial proportion of variance. Other factors, such as age, sex, civil status, highest educational
attainment, Plantilla position, and awareness of policy documents, were not statistically significant. These findings
highlight the importance of active teacher management in maximizing the use of MOOE to promote both teacher and
student development. Recommendations include strengthening teacher engagement and management practices to
maximize the efficiency and effectiveness of budget allocation.
