Semantikong Pagkakahon ng mga Deribatibo ng ‘Bayan’ sa SONA: Pagtugon ng Layuning Pambayan sa Sustainable Development Goals (SDGs)

Abstract:

Tinangka ng papel na ilarawan ang semantikong pagkakahon ng deribatibo ng ‘bayan’ sa mga talumpating politikal ng State of the Nation Address (SONA) ni Pangulong Ferdinand R. Marcos Jr. mula 2022 hanggang 2024. Layunin ng pagaaral na: (1) maitala ang deribatibo ng ‘bayan’ mula sa SONA 2022-2024; (2) masuri ang pagkakahon sa deribatibo ng bayan sa SONA 2022-2024; at (3) masuri ang kilos ng layuning pambayan sa layuning pandaigdig (Sustainable Development Goals 2030) na tumutugon sa mga diskursibong layunin. Gamit ang deskriptibo-analitikal na disenyo, sinuri ang mga talumpati gamit ang framing elements tulad ng participants, objects, settings, actions, at goals, gayon din ang kilos ng mga pahayag kaugnay ng pagtamo nito sa SDGs. Natuklasang may limampung (50) paglitaw ng mga salitang may kaugnayan sa bayan, kung saan nangingibabaw ang kababayan (56%), kasunod ang mamamayan (20%), at taumbayan (10%). Ipinahihiwatig nito ang estratehikong paggamit ng diskursibong wika upang palakasin ang damdamin ng pagkakaisa, hikayatin ang kolektibong pagkilos, at bigyang-lehitimasyon ang mga inisyatiba ng pamahalaan. Gamit ang framing elements, natukoy na ang kababayan, mamamayan, sambayanan, at taumbayan ay pangunahing gumanap bilang participant/kalahok, na kumakatawan sa aktibong pakikisangkot sa mga usaping pambansa, samantalang ang bayan, pamayanan, at inang bayan ay itinakda bilang setting o lunan ng mga proyekto at serbisyong inilalatag para sa pag-unlad. Sa pagsusuri ng Speech Acts (Illocutionary acts), nangingibabaw ang asertibong pahayag na may (30 dalas) na naglalarawan ng estado ng lipunan at nagpapahayag ng datos, kasunod ang komisibong pahayag (28 dalas) na nagtatanghal ng mga pangako, at ilang direktibo na humihikayat ng kolektibong aksyon. Ang mga layunin ay nakahanay sa SDG 1, 2, 3, 8, at 16, ngunit hindi pa lubos na naisasama ang mga layuning pangkalikasan at pandaigdigang kooperasyon (SDG 12, 14, 15, 17). Sa kabuoan, pinatutunayan ng pag-aaral na ang deribatibo ng bayan ay isang makapangyarihang diskursibong kasangkapan sa paghubog ng pambansang identidad at pag-angkop ng mga polisiya sa pandaigdigang layunin sa kaunlaran (SDGs). Samakatuwid, nananatiling hamon ang mas inklusibong pagsasama ng mga isyung pangkalikasan at mas malawak na partisipasyon ng bayan upang higit na maipakita ang kabuoang bisyon ng sustenableng pag-unlad.
