School Performance on School Governance and Operations: Basis for School Performance Index (SGO-PI) Development and Enhancement Program

Abstract:
This research investigates the performance of schools in terms of enabling governance and management mechanisms
across four key pillars: Access, Equity, Quality, and Resiliency and Well-being. Using a combination of descriptive
statistics and the Kruskal-Wallis test, the study evaluates data from 66 school heads to identify performance disparities
between school levels. The results indicate that schools meet the standards, with moderate performance in key areas
such as Access, Equity, Quality, and Resiliency and Well-being. Additionally, enabling governance mechanisms
revealed significant differences in Research and Development (R&D) and Monitoring and Evaluation (M&E),
influenced by school level. Post hoc analysis highlighted that secondary schools outperformed elementary schools in
R&D and M&E. The study recommends targeted interventions, resource allocation, and capacity-building initiatives
to address these gaps, thereby enhancing overall school governance and operational effectiveness.
