Institutional Readiness for Gender Mainstreaming in Higher Education: An Evidence-Based Framework for Institutionalizing Gender and Development Mechanisms

Abstract:

This study assessed the institutional readiness of San Pablo Colleges for gender mainstreaming and explored the experiences and views of stakeholders to guide the development of a Gender and Development (GAD) Institutionalization Framework. The study addressed the gap between existing gender mainstreaming mandates and actual institutional practice in higher education. A convergent parallel mixed-methods design was used. Quantitative data were gathered through surveys from [insert number] purposively selected stakeholders, while qualitative data were collected through interviews with [insert number] participants. Descriptive statistics were used to measure readiness across five domains: policy and governance, programs and activities, human resource capacity and participation, resource allocation and support mechanisms, and monitoring and evaluation systems. The qualitative data were analyzed using thematic analysis, and the findings were integrated through triangulation. Results showed that San Pablo Colleges had a moderate level of institutional readiness for gender mainstreaming, with an overall mean of [insert value]. The strongest areas were human resource capacity, inclusive participation, and a generally respectful institutional culture. However, key gaps were found in the lack of a formal GAD structure, fragmented implementation, limited training, weak monitoring systems, and insufficient resource allocation. Based on these findings, the study proposed a GAD Institutionalization Framework centered on the creation of a centralized GAD Office, clearer policies, coordinated programs, regular capacitybuilding activities, proper budget support, and data-based monitoring and evaluation. The study concludes that gender mainstreaming efforts are already present in the institution but need stronger structures, resources, and systems to become fully institutionalized.
