Research Collaboration among Selected HEIs and Industries in Visayas Region, Philippines: Inputs to Research Technology Management

Abstract:

Factors predicting industries’ research collaboration with Higher Education Institutions (HEIs) in Regions 6 and 7 Visayas, Philippines were identified. It described HEIs’ and industries’ profiles; technology management activities and strategies; performance and problems on research collaboration. Data were gathered through survey and interviews from 59 respondents and documentary analysis for HEIs. Results showed HEIs had electronics/computer as main offering and less than 10% research budget. Industry respondents were solely private. Searching, screening and signaling activities were attending conferences/meetings, deepening contacts with clients/suppliers, and giving special attention to R&D, respectively. Technology management activities were to a great extent, level of effectiveness in strategies as exploiter, extender, and follower was effective. More than three-fourths had no HEI collaboration, those who collaborated, produced two or more R&D projects. The industry-related factors are all predictors for extent of collaborative projects. Only R&D activity and status predicts propensity, number of patents and R&D outsourcing. For technology-related factors, only path-navigating activities are predictors. Problems to collaboration were: lack of government support; centralized R&D; lack of facilities and resources; lack of awareness on R&D; IP protection skepticism; lack of linkage initiative; and lack of implementation guidelines/application.
