The business under cooperative aimed to provide accessibility, affordability, comfort, and safe public transportation to the residents within Municipality of Tabina. The study evaluates market demand, services, financial viability, operational activities, and compliance requirements set by the Cooperative Development Authority, Land Transport Franchising Regulatory Board, and other regulatory requirements. Survey data gathered as descriptive research design, through stratified random sampling was used in the study with the total number participated residents of 384 which provides insights in market segmentations, services preferences, travel patterns, passenger demand, and supply. Planning and decision – making of operational activities were organized by the operator, but monitored by the cooperative including dispatching, maintenance, and scheduling. These functions were essential components in optimizing the vehicle utilization and maintaining service reliability for the operations performance. Financial positions projected and demonstrate positive net income for both operator and the cooperative. It is recommended that the cooperative must apply the vehicles to the secondary cooperative enable to proper enrolment of the federation, mismanage and miscommunication in planning, decision – making, shares and other operational activities, facility compliance with mandatory regulatory requirements and supporting the eligibility of tax exemption.
