Abstract:

The Anti-Red Tape Act (ARTA) of 2007 or the Republic Act of 9485 focuses on the actions to ease the process of doing business in government with the failure of the latter to firmly function in addressing the concern. This legal regulation is poised to facilitate prompt actions or resolution of all government transactions with efficiency and completely eradicate red tape, graft, and corruption. In this study, the researchers aimed to assess the Level of Implementation of ARTA and its perceived effectiveness to Trade Facilitation in Port of Batangas. The researchers used a quantitative, descriptive approach and an adopted-modified survey questionnaire to gather data. The researchers surveyed a total of 60 respondents, mainly licensed customs brokers and importers transacting with Port of Batangas. The researchers determined that there is no significant difference in responses in terms of effectiveness when grouped according to their profession and years of experience. However, the assessment of effectiveness in customs procedure for goods declaration was observed to have a significant difference when the responses are grouped according to the type of industry. Lastly, the findings of this study reveal that there is a significant relationship between the level of implementation of the Anti-Red Tape Act (ARTA) and its effectiveness to trade facilitation in Port of Batangas specifically in terms of accreditation and customs procedures. This study also provides a strategic action plan to improve the effective implementation of the Anti-Red Tape Act in Port
