Abstract:

Today more than 1.8 million people, about a third of the population of Metropolitan Manila, are living in slum and squatter areas. The demand for services of these people imposes a strong pressure on the administrative and financial capabilities of the city and municipal governments and even the most optimistic projections of needs and resources for Metro Manila indicate severe shortages in services in the near and distant future.
