Abstract:

Editor's Note--Republic Act No. 2206, otherwise known as the Civil Service Act of1959, is one of the most valuable documents of Philippine history. This act lays a solidfoundation for the civil service system of the young Philippine Republic. Upon its implementationdepends, to a great extent, the future stability of this Republic. It maybe considered the fulfillment of the dream of Rizal for an efficient civil service systemin the Philippines which he expounded in Filipinas Dentro de CienAños.As part of its public service program, therefore, the Philippine National HistoricalSociety is publishing the text of the Civil Service Act of 1939, together with a shortbackground article consisting of some excerpts from some publication of the Personnel Services Division, Bureau of Civil Service.
