(c) Do more people go to the facility because of the seal? (d) Do people have higher expectations from SS certified facility? (e) Are the people getting services they expect from these SS certified facilities? (f) Does the economic classification of an LGU affect its ability to get S5 certification? (g) Of the facilities certified, how many belong to which economic class of LGU? (h) Have facilities from 4th, 5th and 6th classes of LGUs been certified as SS? If so, what factors have led to their certification? And (I) To what extent did the giving of the cash awards influence the LGUs decision to aspire for the S5 certification?
