Implementation of the Disaster Risk Reduction and Management in Flood-Prone Barangays in Talisay City

Abstract:

This descriptive study investigated the level of implementation of Disaster Risk Reduction and Management in flood-prone barangays in Talisay City and proposed an action plan based on the findings. Utilizing stratified sampling, 360 heads of family in nine “very high risk” flood-prone barangays were chosen as respondents. Their sex, educational attainment, and length of residence were considered in measuring the implementation of the Philippine Disaster Risk Reduction and Management Act, with focus on four areas: Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response, and Disaster Recovery or Rehabilitation. Findings show that the level of implementation of Disaster Risk Reduction and Management in flood-prone barangays was average when taken as a whole. The respondents indicated an average level of implementation of Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response, and Disaster Recovery and Rehabilitation for each thematic area. The respondents who were male, college graduate, and with a shorter length of residence showed a higher mean value than the rest, while majority of the respondents were aware of the mandated law. Zone 8 and Zone 14B showed a low level of implementation of Disaster Risk Reduction and Management, implying the need for building a better community relationship between the barangay officials and their constituents and avoiding partisan politics.
