Visionary Leadership and Good Governance as Determinants of Leadership Behavior Among Barangay Mauway Officials in Mandaluyong City

Abstract:

This study examined the relationship between visionary leadership and good governance as inputs to the leadership behavior of Barangay Mauway officials in Mandaluyong City, Philippines, during Academic Year 2023–2024, employing a quantitative descriptive-correlational design using a structured researcher-made questionnaire validated by experts and pilot-tested for reliability (Cronbach's α ≥ 0.80), with 217 respondents surveyed and data analyzed through descriptive statistics, mean, standard deviation, and ANOVA at the 0.05 significance level. Results showed that most respondents were female, young, and high school graduates with fewer than three years of service, and that visionary leadership was rated as "Highly Perceived" (M = 3.48), particularly in the mentoring, leading, and valuing dimensions, while good governance was assessed as "Competent" (M = 3.49), with transparency (M = 3.77) and performance (M = 3.70) receiving the highest mean scores. ANOVA results indicated a significant relationship between visionary leadership and good governance (p < 0.05), suggesting that strong visionary leadership contributes to more effective governance practices, and the study highlights that although officials demonstrate competence, areas such as participation, consensus-building, and fairness require further improvement, emphasizing the importance of strengthening leadership training, enhancing community participation, and promoting transparent policy implementation to elevate local governance performance and foster accountability, inclusivity, and sustainability at the barangay level.
