The study assessed the level of competence and professionalism of pre-service teachers in San Pablo City as a basis for a proposed training program for teacher education institutions. The descriptive method of research was employed wherein 257 pre-service teachers in San Pablo City served as respondents of the study. The research instrument used is a survey questionnaire. Frequency and percentage distribution, weighted mean and Pearson-r Correlation were used in the analysis of data. The study revealed that the respondents exhibited a distinguished level of competence and always adhere to the 7 Domains of Philippine Professional Standards for Teacher namely Content Knowledge and Pedagogy, Learning Environment, Diversity of Learners, Curriculum and Planning, Assessment and Reporting, Community Linkages and Professional Engagement, and Personal Growth and Professional Development. They always demonstrate the core attributes of professionalism at all times, such as Responsibility, Commitment to Excellence, Respect for Others, Honesty and Integrity, and Care and Compassion. A significant relationship was found between the level of competence and professionalism of the respondents. A training program to enrich teaching techniques with the technology used to prepare learners for the 21st century is proposed for implementation.
